Glossary of Terms
The terms and definitions below are used in federal laws
and technical regulations in the Russian Federation. The equivalent terms in
Russian are shown in brackets.
Accreditation [Аккредитация]. The procedure in which an accrediting
agency officially acknowledges the competency of a person to perform work in a
specific area of conformity assessment.
Applicant [Заявитель]. A manufacturer (vendor,
contractor) that submits an application for certification to a certification
agency, as well as a manufacturer (vendor, contractor) that receives a
declaration of conformity.
Certificate of conformity [Сертификат
соответствия]. A document that confirms that the certified products and
processes (methods) for production, operation, recycling (disposal), labor, or
services confirm to the requirements of the technical regulations, the
provisions of the standards, or the terms and conditions of a contract.
Certification [Сертификация]. A form of
confirmation of conformity during which the certification agency confirms by
means of a document that products and processes (methods) for production,
operation, recycling (disposal), labor, or services confirm to the
requirements of the technical regulations or the provisions of the standards.
Certification agency [Оорган по сертификации]. A
business entity or sole proprietor properly accredited to conduct
certification work.
Confirmation of conformity [Подтверждение
соответствия]. A procedure resulting in documented confirmation (in the form
of a declaration of conformity or certificate of conformity) that products and
processes (methods) for production, operation, recycling (disposal), labor, or
services confirm to the requirements of the technical regulations or the
provisions of the standards and the terms of civil contracts.
Certification system [Система сертификации]. A
set of regulations for performing certification work, the people involved in
certification, and the regulations for the operation of the system as a whole.
Conformity assessment [Оценка соответствия].
Activity aimed at directly or indirectly confirming conformity with
requirements. This assessment may be performed by means for government
monitoring (oversight), accreditation, testing, registration, confirmation of
conformity, and acceptance and commissioning of completed construction of a
facility.
Contractor [Исполнитель]. A business entity or
sole proprietor that performs work or provides services to third parties under
a paid or free agreement.
Customer (buyer) [Заказчик (покупатель)]. A
natural person, business entity, or sole proprietor that acquires a product,
labor, or services under a paid or free agreement.
Declaration of conformity [Декларирование
соответствия]. A means for confirming conformity by which a manufacturer
(vendor) certifies by means of a document that the product meets the
requirements of the technical regulations.
Declaration of conformity [Декларация о
соответствии]. A document in which the manufacturer (vendor) certifies, on the
basis of its own evidence and (or) evidence obtained by third parties, that
the product it manufactures (sells) meets the requirements of the technical
regulations.
Interested parties [Заинтересованные стороны].
Business entities and sole proprietors, and groups of business entities
(societies and associations), whose activity relates directly to the sphere of
application of the technical regulations developed, as well as other persons
whose participation is directly required by international treaties of the
Russian Federation, and other interested persons in the case of development of
a technical regulation that establishes requirements for a new product for
which no similar products or substitutes exist.
International standard [Стандарт международный].
A standard developed and adopted by an international organization on the basis
of universal agreement (consensus).
Manufacturer [Изготовитель]. A business entity or
sole proprietor that produces products for transfer to third parties under a
paid or free agreement, or for its own use for production purposes.
Market access certification mark [Знак обращения
на рынке]. A symbol on a product placed on the market confirming that the
conformity of the product to the requirements of the technical regulations has
been duly confirmed. This mark is not a trademark, and is only used for
informational purposes.
Means for confirmation of conformity [Форма
подтверждения соответствия]. An established set of actions, the results of
which are viewed as proof of conformity of products, processes (methods) for
production, operation, recycling (disposal), labor, or services to the
requirements of the technical regulations or the provisions of the standards.
Monitoring (oversight) of compliance with
requirements of technical regulations [Контроль (надзор) за соблюдением
требований технических регламентов]. The activity of authorized government
agencies aimed at ensuring compliance with the requirements of technical
regulations. This includes examination of documentation, including
documentation on compliance, and penalties for violations of the requirements
of technical regulations.
National standard [Стандарт национальный]. A
standard adopted by a national standardization agency and intended for
universal, voluntary, and repeated use.
Product identification [Идентификация продукции].
The procedure used to determine that the characteristics of a product are
identical to the defining characteristics.
Product safety and safety of processes (methods) for
manufacturing, operation, and recycling (disposal) [Безопасность
продукции, процессов (методов) производства, эксплуатации и утилизации]. The
absence of an impermissible risk of causing harm to public life and health, to
the environment, including plants and wildlife, to the property of natural
persons or business entities, or to state or municipal property.
Products [Продукция]. The real result of activity
intended for further use for commercial or other purposes.
Standard [Стандарт]. A document that establishes
requirements, general principles, and characteristics of products and
processes (methods) for production, operation, recycling (disposal), labor, or
services. A standard is intended for repeated voluntary use. A standard may
also include, or may only include, requirements on terminology, graphics, and
packaging, marking, or labeling.
Standardization [Стандартизация]. The activity
for establishing requirements, general principles, and characteristics
intended for repeated voluntary use and aimed at regulating and increasing
competition in the production and sale of products and performance of work and
services.
Technical regulation [Техническое регулирование].
Activity to establish mandatory requirements, voluntary regulations, general
principles, and characteristics for products, processes (methods) for
production, operation, recycling (disposal), labor, or services, assessment of
conformity, and for monitoring compliance with mandatory requirements.
Technical regulation [Технический регламент]. A
federal law or Russian Federation government resolution (and an order of the
President of the Russian Federation in a case directly covered by the federal
law) that establishes requirements on targets of technical regulation
(products, including buildings and structures, and processes (methods) for
production, operation, recycling (disposal)). Where necessary, a technical
regulation also establishes procedures for assessing conformity with mandatory
requirements and (or) requirements for terminology, packing, design,
manufacturing, marking or labeling, if this is required to achieve the
objectives of legislative approval of the technical regulations.
Vendor [Продавец]. A business entity or sole
proprietor that is not a manufacturer of a product that it transfers to third
parties on a paid or free basis.
Voluntary certificate system mark of conformity
[Знак соответствия системы добровольной сертификации]. A duly registered
symbol used in voluntary certification systems that indicates the product
meets the requirements of the given certification system.
