Overview of the Rulemaking Process

Pursuant to the Federal Law “Technical Regulation”, technical regulations will be developed in several stages:

1. Development of the draft of a technical regulation

2. Public discussion of the draft of a technical regulation

3. Administrative review of a draft of a technical regulation

4. Review and legislative approval of a technical regulation by the highest government authority

In extreme cases, the law provides for a special procedure for development and adoption of technical regulations, where technical regulations are enacted by an order of the President of the Russian Federation.
