Licensing Overview

Licensing is used as a legal means for protecting the intellectual property of the developers of computer programs and databases.

What is a license? A license is a right to use a computer program or database. The terms of the license are spelled out in a written agreement, which is usually referred to as the “license agreement”.

How is the license confirmed? A proof of purchase—a paid invoice from the vendor of the Regulatory Information Services accompanied by a payment receipt from your bank or credit card vendor—along with a valid Subscription Agreement are the documents that confirm the licensing rights of the subscribers and users of the Regulatory Information Services. The vendor’s invoice indicates the type and quantity of licenses purchased by the subscriber; the payment receipt confirms that the payment has been made; and the Subscription Agreement stipulates the terms and conditions of the information services and software licenses purchased.

Unless otherwise noted, a license must be purchased to use any software or database product.

Want to use the Database of Industry Standards of the Republic of Kazakhstan? Then subscribe. Licensed copies of the Database are only issued to subscribers to the Regulatory Information Services. Unlicensed use of the Database is a violation of law and will be prosecuted.

Each user of the Database must be licensed. Regardless of how the Database of Industry Standards of the Republic of Kazakhstan is used, the licensing rules require that the subscriber purchase a Database End-User License for each employee who needs access to the Database. User Software licenses are provided free of charge.

The subscription can be purchased centrally through the parent company. The parent company of a controlled group can subscribe centrally and purchase licenses for the members of its controlled group. The parent company will save the most money this way as a result of the volume discount.

The subscription can be purchased independently of the parent company. Unless prohibited by company regulations, the members of a controlled group can subscribe to the Regulatory Information Services and purchase licenses independently of the parent company and the other members of the group.

Transfer of licenses to third parties is not permitted.
